1.1   Affiliation of Member Club, Member School or Member Team

Teams will only be accepted into the Netball Kapiti competition if they are part of a Member Club, Member College/School or Member Team. A team, school or club wanting to become a member must apply in writing to Netball Kapiti; it should also enclose an application to register its uniform.  At the discretion of the Board, an affiliation fee for new clubs may be set each season.  Any Club failing to carry out their rostered duties, as allocated, shall be screened by the Board before their affiliation is accepted the following season.

1.2 Registered Uniform

A new club, school or team must apply to have its uniform approved and registered.  The application must include a coloured sketch or photograph of the proposed uniform and bib and must include sample materials

1.3 Team Registration

Team registrations close on a date to be fixed by the Board each year. For 2008 this has been set at 11 April 2008.  Team registration must be on the appropriate form.  After this date, the only team entries to be accepted will be those which take up byes in the corresponding age-groups/grades. Clubs/schools/colleges should grade their teams and number them in order of standard.

1.4 Registration Fees

Registration Fees will be determined by the Netball Kapiti Board from year to year.
For 2008 they have been set at:
  • Clubs: $545 per team of ten, $25 for each additional player,
  • Colleges: $335 per team of ten, $14 for each additional player,
  • Primary School: $220 per team.

1.5 Player Registration at Season Start

Clubs and schools must return the team registration form, including all players’ names for each team, by 18 April 2008.  Junior/Primary teams may register a maximum of 10 players per team.  Senior/College teams may register a maximum of 12 players per team. No team will be registered with less than seven players and a player may only be registered in one team.

1.6 Special Provisions for School/College Registrations

To be a member of a school/college team, a player must be a pupil of that school/college.  Upon written application to Netball Kapiti, a dispensation from this rule may be allowed, but only with the written consent of the school/colleges concerned.

1.7 Boy Registrations

Junior/primary teams may register boys in teams.  A  maximum of two boys only may play on the court at any one time and they must play in different thirds of the court.  Boys may however be excluded from a team where they are more physically robust than the other players in a particular grade.  This will be at the discretion of the Netball Kapiti Board.

2. COMPETION DATES AND STRUCTURE

2.1 Season Dates

Season Dates for 2008 Season for all grades, except Future Ferns, are: 10 May to 30 August, made up by the following:
Semi-Finals    26 August
Finals              2 September
No Play May 30, (Queens Birthday Weekend)
No Play 12 & 19 July (School holidays)

2.2 Competition Structure

The competition structure for all grades will be determined by entry numbers, it is likely the following season structure will be followed for 2008:
Grading Games: 10 to 17 May
Two rounds of grading games, no points from these games will be carried through to the next phase of the competition.

     Competition Commences: May 24 onwards
Each team will be placed in grades of 6 or 8.
Grades with 6 teams will play each other twice in 2 rounds of play followed by semi-finals and finals.

8 team grades will play one full round against each team, grades will then be split into top 4, bottom 4, with semi finals and finals.

     Semi-finals – August 23
Semi finals will be played in all grades involving the top four teams, (1st v 4th; 2nd v 3rd). Games will be played by the bottom two teams in each 6 team grade.  All teams will play this day.

     Finals – September 30
Finals for all grades will be played this day, as will play-offs for 3rd & 4th place in each grade.

NB: Some exceptions to this format maybe required due to odd or greater numbers of team in each grade.

 2.3 Duration of Play

Premier Grade: 4 quarters of 15 minutes with 3 minute breaks and 5 minutes for half time
All other games, except Future Ferns: 4 quarters of 10 minutes with breaks of 2 minutes and 3 minutes for half time.
Future Ferns: 2 halves of 12 minutes with a 2 minute break.

2.4 Points

Competition points are awarded as follows:
Win = 4,  Draw = 2,  Bye = 0,  Loss = 0,  Win by Default = 4, Loss by 5 goals or less  = 1

If teams have an equal number of points, positions will be decided on goal difference.  Points tables are updated weekly and will be available on the Netball Kapiti website (www.netballkapiti.org.nz).  They will also be on display at the Te Atiawa Centre each Saturday.  Clubs/colleges and schools are responsible for checking and informing Netball Kapiti of any errors.  If any errors are identified after semi-finalists have been determined, these will not be amended.

2.5 Semi finals and Finals

In the event of a drawn semi-final or final, five-minutes extra time will be played, after which time the winner will be declared.  Should scores still be locked after this period of extra time, play will continue until such time as one team has a two goal advantage, at which time that team will be declared the winner.

2.6 Cancellations

Cancellation or postponement of netball is rare, however if necessary the cancellation of netball will be stated on the recorded answer phone message of the Netball Kapiti Office, 04 296 9003.  Cancellations will also be broadcast over 90.2 More FM, and 93.5 Beach FM cancellations service under the call sign “Netball Kapiti” between 7.00am and 9.00am.  Once play has commenced, in the event of unsuitable weather during the day, the Duty Board Member will decide whether matches are to be postponed.

3.0 COMPETITION RULES

3.1 Uniform Dress Code

The dress code for all games under the jurisdiction of Netball Kapiti is:
·             No player may wear an unregistered uniform.
·             Appropriate sports/netball shoes must be worn.
·             The length of socks and sleeves worn by a team must all be the same.
·             Suitable uniform briefs must be worn; boxer shorts, pantyhose, bike pants and skimpy underwear must not be worn.
·             Jewellery of any kind including rings, bracelets, necklaces, earrings, friendship bands, anklets, any visible piercing and dangerous hair adornments must not be worn.
·             Chewing gum while on court is not permitted.
·             Wedding bands and medical bracelets may be worn if taped.
Any breach of the above dress code will result in removal of the offending player from the court by the umpire.  The player may not return to the court until the offending breach is rectified.  A player may apply in writing to Netball Kapiti for a variation from the registered uniform for medical or cultural reasons or other special circumstances.  Consideration will also be given to Primary players wearing registered tracksuits and sweatshirts when weather is inclement.  This will be at the discretion of the Duty Board Member.

3.2 Saturday Team Sheet

Only registered players and those listed on the Team Sheet may play for a team. This Team Sheet is retained by the team and must be present with the team each time a team plays.  The Team Sheet must be available for viewing by Umpires, Board Members and a representative of the opposing team at any time.  It is not necessary to register a team each Saturday, it is necessary to ensure that only listed players take the court.   A player not on the Team Sheet can only play as a Reserve Player or Casual Player. (See following regulations on Reserve and Casual Players)
In the event of playing someone not listed on the Team Sheet, the game will be considered a default by the infringing team and default provisions will apply, including the payment of the default fine. (See 3.12) No discussion will be entered into in respect of a default due to playing a non-registered player.

3.3 Casual Registration

A non-registered player may play a maximum of three times as a Casual Player throughout the season at $10.00 per game.  In order to play as a Casual Player the appropriate form and payment of $10 must be paid prior to that player taking the court.

3.4 Reserve players

A registered player in a school/club may play for another team in their school/club as a Reserve Player.  A Reserve may only play if the appropriate form is completed prior to the player taking the court.  The player must be registered and comply with all other Netball Kapiti regulations, including playing down a grade and the number of times a player may play for another team.  Once a player has played 3 times for another team they become a permanent member of the team and are unable to play for their original team again. (See Regulation 3.6)
The Control Room must be informed if the Reserve Player does not play for the team; this is to ensure they are removed from the Team Sheet.

3.5 Late Registrations

New players can be registered in a team during the season.  This must be done prior to 12 noon on a Friday by contacting the Netball Kapiti Administrator, netball@sportkapiti.org.nz or 296 9003.   No late registrations will be received on a Saturday, should you require a new player to play on a Saturday refer to Regulation 3.2.

After July 5, any new player registration for a club/college will incur a Late Registration Fee of $15.  If more than 10 players are registered in a team the new player registration will also incur the appropriate additional registration fee.

3.6 Playing Up a Grade

A player from a lower grade may play in a higher grade, but having played three matches in the higher grade, the player is considered a player of the higher grade.  A player may play for another team of their club/college/school in the same grade as their regular team but the player can only play a maximum of 3 games for the team they are not registered for.

Penalty for not complying with above paragraphs – the match is declared a default by the infringing team; all default provisions as set out in 3.12 apply.

3.7 Playing Down a Grade

No player may play in a lower grade than that in which they are registered.  However, an application can be made to the Board to re-grade a player to allow them to play in a lower grade than originally registered in.  Such application must be writing and should outline the circumstances of the re-grading application.

3.8 Replacement Player

Netball Kapiti has the discretion to allow a player to be registered to replace a person who has withdrawn from a team.  Such a replacement can only be approved by applying in writing to the Administrator, Netball Kapiti, outlining the circumstances of the replacement.  Replacement players after July 5 in club/college teams will be charged a $10 fee unless there are extenuating circumstances, i.e. injuries mean the team would be disadvantaged without a replacement player.

3.9 Player Registration for Semi-Final and Finals

To play in a semi-final or final a player must be a member of the team.  To be eligible to be a member of a team a player must have played at least 3 competition matches prior to the semi-final or final with that team and be registered to play for that team.  In the event that the third game the player was to play becomes a bye, default or cancellation or similar, the Board can, upon written application, declare that game as a legitimate qualifying game but only if a team list of who would have taken the court on that occasion is supplied.

3.10 Player Playing Under Another Player's Name

If a player plays under another player’s name the game will be declared a default by the infringing team.  All default provisions apply, including the payment of a fine. In addition, and at the Board’s discretion, all the players in the team concerned, including the offending player/s, may be disqualified from playing in any further competition games.  The Board may also recommend further penalties being imposed upon the player/s and/or team.

3.11 Transfers and Unfinancial Players

A player may apply for a transfer from one club to another during the season; such a transfer will only be approved with the written consent of the club they are transferring from.  Transfers between seasons do not need to be advised to Netball Kapiti.  Netball Kapiti takes no responsibility for unfinancial transfer players unless the player has an outstanding debt or obligation to Netball Kapiti.  It is the responsibility of clubs, colleges and schools to follow-up unfinancial transferring players.

3.12 Defaults
A fine of $20 will be imposed on teams who default unless they notify Netball Kapiti before 12 noon on Friday prior to playing on Saturday.  The fee is to be paid before the team takes the court the following competition day.

A default may be claimed if the opposition team cannot field the minimum team of five players within five minutes of game commencement on court and umpires being available.  If the court and umpires are available and the opposing team has five players, then play must commence on time.  A default may be claimed if a team refuses to play.   Teams claiming default should complete and sign the score-sheet as per usual.  A fine for any game declared a default will be $20 and it must be paid prior to taking the court the next competition day.  Upon written application the Board may consider any extenuating circumstances.

Teams “defaulted to” will be awarded four competition points and “goals for” – 15 for club/college games and 8 for primary games.

A default does not excuse any team from fulfilling their allocated duties; failure to fulfil duties will also incur the appropriate duty fine.

3.13 Timing of Matches and Stoppages

All games except Premier, Premier Reserve and Senior A grade will be timed and run off the Control Room time. In all grades, except Premier, Premier Reserve and Senior A grades, there is no provision to make up time due to injury or other stoppages.  It is therefore important to assess injuries quickly and remove the injured player from the court as soon as possible, should any blood be involved the player must leave the court immediately.  In the unfortunate instance of a serious injury common sense and a high element of care should always be applied.

3.14 Scoring

Each team must supply a responsible scorer for their match.   Both Scorers must stand together near the centre of the court, so that their position is clear to umpires, and jointly carry out the responsibility of scoring.  Only scores recorded on the Official score-sheet will be accepted.  Scores as kept by other spectators cannot be taken into account.  Teams failing to supply a scorer or to sign the score-sheet must accept without challenge the score-sheet as submitted by the opposing team.

3.15 Game Deferment

A game deferment can be sought where two or more players or a coach will not be present due to a representative commitment for Netball Kapiti.   A deferment can only be gained by applying in writing to Netball Kapiti no later than 7 days prior to the scheduled game.   It is the responsibility of the team seeking the deferment to organise the rescheduled game, in consultation with Netball Kapiti.  The rescheduled game must be played within the time period of the next two competition games.

3.16 Calling Off a Game
A team captain can request that the game be defaulted but once the teams are registered and on court only the umpires can make a decision to call off a game, not a team manager, coach or spectator.

3.17 Spectators – Barracking
Clubs, colleges and schools are responsible for the behaviour of their spectators.

4.0 DUTIES, FEES, FINES AND ADMINISTRATION

4.1 Umpiring

All players in teams higher than Senior Reserve B may be called upon to umpire.  If for any reason a team/player rostered to umpire a game cannot do so, it is the responsibility of that team/player to find a suitable replacement and advise the control room of the replacement umpire.  If the team/player fails to fulfil their rostered umpiring duty then the team will play with a maximum of six players in their next competition game. Failure to abide by the above penalty will result in the game being declared a default and all default provisions will apply, including the payment of a default fine.

All “Player Umpires” in any year will be expected to attain a “pass to play” of 16 to 22.5 out of 25, or a full pass – 23 out of 25, of the current Centre theory test.  This may require umpires to renew their “pass” each year should new tests become necessary due to rule changes.

All Primary teams must provide an umpire for their own games.  The only exception to this may be Primary A1 grade where an umpire may be allocated.  Umpires who are Primary School pupils may only umpire Future Fern games.

4.2  Control Room Duty

Clubs/colleges will be required to do Control Room duties throughout the season.  The allocation of duties will be done as fairly as possible taking into account the number of teams each club/college has.  The instructions for Control Room duty are as set in Appendix A, attached.  Failure to do Control Room duty will result in a $50 fine for each person failing to do the duty, i.e. for one person $50, two person a $100 fine. If this is repeated on the next rostered duty, one person no-show will result in a $100 fine, a two-people no-show is a $200 fine.  The fine is to be paid prior to taking the court the following Saturday, by the club/college of the person/s concerned.

4.3 Rubbish Duty

Clubs and colleges will be allocated Rubbish Duty as set out in the Rubbish Duty List in Appendix B, attached.  Failure to do rubbish duty will result in the offending team playing with only six players the following competition day.

4.4 Primary School Duty

Primary Schools will be allocated Primary School Duties and will follow instructions as set out on the Primary School Duty List in Appendix C, attached.

4.5 Summary of Fines/Charges

            .

Default after 12 noon on Friday             $20
Playing an Unregistered Player:             Game considered a default, $20 fine
Failure to do Umpire Duty:                    Play with 6 players next game
Failure to do Control Room Duty:         $50 fine (see 4.2)
Failure to do Rubbish Duty:                   Play with 6 players next game
Whistles:                                               $2.50

Fines must be paid before taking to the court on the next competition day.  Any dispute concerning fines must be made by written notification to Netball Kapiti and be received by 12 noon on the Friday prior to the competition day the fine is to be paid by.

4.6  Court Hire

The Premier Court can be hired from Netball Kapiti all year round while the other courts can be hired from April until the end of September.  The current winter hire light costs are as follows:

Premier Court:  $5 per hour
All other Courts:  $2.50 per hour

4.7  No Smoking Policy

Netball Kapiti is committed to making the Netball Kapiti Centre Smokefree and enforcing a Smokefree policy for people to respect and enjoy our facilities.

Please respect this policy by:
  • Not smoking in the Smokefree areas of the pavilion and courts.
  • Not smoking whilst wearing club and centre uniforms.
  • Reminding smokers not to light up in our Smokefree areas.
  • If you do smoke, please do so in the far car park area and not near the pavilion and courts.
Signage is displayed to remind members and the public about the Smokefree status of the Centre.

4.8 Restrictions on Court Use/Access

Dogs, bicycles, skateboards, roller-blades and scooters are not permitted within the fenced perimeter of the netball courts.  Due to space restrictions, umbrellas, pushchairs/prams or chairs may only be used behind the baseline and not along the sidelines of the courts.

 5.0 REPRESENTATIVE TEAMS AND PLAYERS

5.1 Representative Teams and Players

In 2008 Netball Kapiti will have representative teams in the following age groups/grades:
Primary Year 7, Primary Year 8, Under 15, Under 15 Development, Under 17, Under 17 Development and Regional Superleague.  Player’s age for respective teams is at 1 January, in accordance with Netball New Zealand Rules.

Players registered and playing in the Netball Kapiti competition will be eligible for selection to play in representative teams, all players wishing to be selected for representative teams are expected to be available for all trials, practices and games.  Clubs/schools/colleges may nominate players of sufficient calibre to participate in trials for representative teams.  This does not in any way preclude the selection of players who have not been nominated.  The final selection of trialists is the responsibility of the selectors. Nonfinancial members are ineligible for representative teams.

In 2008 all age group representative teams will have 10 players selected. Teams attending national tournaments may, at the discretion of Team Management, have a maximum of 12 players in the tournament team.

 5.2 Representative Coaches

Applications or nominations for coaches and assistant coaches will be called for and received by Netball Kapiti for consideration and appointment by the Board.

5.3 Representative Selectors

A panel of 3 selectors, plus one (non-voting) reserve, will be appointed by the Netball Kapiti Board to select each representative team.  In the event one of the selectors becomes unavailable the reserve panellist will fill the position and assume full selector responsibilities and voting rights.  Selectors may play trialists in any position during selection trials for representative teams.  Selectors will only select eligible players who are available for all representative fixtures and practices.

5.4 Representative Managers

All managers of Representative teams will be approved by the Netball Kapiti Board.

6.0 DISCIPLINARY

 6.1 Code of Conduct

Any breach or action which may be in breach of this Code will be given full and impartial consideration.  If a breach is identified, disciplinary action may be taken by the Netball Kapiti Centre Judiciary Committee.

A copy of the procedures for disciplinary action is available to all Netball Kapiti members from the Administrator.  The primary aim of the procedures is to correct unacceptable behaviour or performance.  All members of Netball Kapiti (Players, Umpires, Coaches, Volunteers, and others) should make themselves familiar with these procedures so they know what action may be taken if they breach the Code.

Type of Misconduct
There are two types of misconduct that may arise:
  • Misconduct; and
  • Serious misconduct.

A single instance/occurrence of misconduct would not make a member liable to have their membership terminated.  For cases of misconduct, disciplinary action involves successive warnings before termination is considered.  But a single instance/occurrence of serious misconduct would make a member liable for a severe penalty, which could include termination of membership without the need for any further warning to be given.

The seriousness and consequences of any case of misconduct depend on the circumstances in which it occurs.  The following list should therefore be used as a guideline only.  If you are concerned about anything you have seen or done, discuss it with a Netball Kapiti Board member.

The following are some examples of Misconduct on Netball Kapiti premises or under Netball Kapiti jurisdiction:
  • Swearing at umpires or volunteers
  • Breach of Netball Kapiti Smoking policy
  • Continual lateness for games
  • Unsuitable dress or presentation
  • Unsatisfactory performance (this applies to volunteers, umpires, coaches etc).

The following are some examples of Serious Misconduct on Netball Kapiti premises or under Netball Kapiti jurisdiction:
  • Illegal possession or consumption of drugs
  • Violence or threats of violence against others
  • Threatening, abusive or insulting behaviour to any person
  • Consumption of alcohol
  • Any act of negligence or unsafe practice which seriously effects safety or health of any person
  • Failure to comply with any of the safety policies, procedures, or operating rules of Netball Kapiti
  • Sexual or racial harassment of any person.

7.0 LIFE MEMBERSHIP AND SERVICE AWARDS

 7.1 Life Membership

Life membership of Netball Kapiti must never be granted lightly and a pre-requisite to becoming a Life Member is that the member must first be a Service Member.  The Board must set and guard the standard for this.

The qualification calls for more than the due and proper performance of the duties normally associated with the office or offices held.  It requires that the service must consistently have been of such a nature that the Officer, at his or her own initiative, habitually extended the scope of work beyond the ordinary and normal duties of his/her office, and that as a direct result, benefits were conferred on the sport generally beyond what would normally have accrued had the performance been confined purely to normal duties.

Outstanding contributions maybe in the line of administration work of an exceptional nature, coaching, umpiring or administration of a high standard over a long period.

The minimum period of service will be fifteen years, but the period of service, no matter how long, is not in itself a qualification.  The work of the nominee must not only have been outstanding over a long period, but it must have been of such a character as to confer particular benefit to Netball Kapiti.

Nominations must be in writing and duly moved and seconded by a member club, school or individual member for life membership.  The Board in making its recommendation to the Annual General Meeting must abide by the policy above.

7.2 Service Award

The recognition of special service to the Centre may be made by granting the honour of a Service Award.  The nomination for Service Award will be subject to the procedure set out for Life Membership.

Qualification for a Service Award will be for outstanding service to Netball Kapiti for some considerable years; however, the service in itself is not a qualification.

There must be an interval of at least three years between granting of a Service Award and Life Membership.
